Your summary of the steps needed to fix the broken budget process are a symptom of the problem itself. These steps are not substantive enough to make a difference. Neither Republicans nor Democrats are willing to tackle the banks, the continuing and related issue of home loan defaults, college loan debt, the tax code, and other issues that stifle consumer and corporate spending. There may be too many lawyers as lawmakers instead of managers. Lawyers are inclined to make arguments that make sense only rhetorically. Managers are more likely to look for root causes and actually fix or mitigate them. We need to make real changes rather than compete rhetorically for the next election cycle. The fixes that you cite have no substance.
